Osama bin Yousef Alqaradawi, Ambassador of the State of Qatar to Romania, headed the delegation of the State of Qatar at the opening of the Plenipotentiary Conference of the International Telecommunication Union, which began today, September 26 in Bucharest, Romania, and will continue until October 14.
