New entry conditions to Romania in light of the Coronavirus pandemic:

(1) The persons excluded from the quarantine measure:

A) Those arriving from the European Union, the European Economic Area and the Swiss Confederation:

  • If they come from states included in the green or yellow zone and have:

  • proof of vaccination;

  • or proof of SARS-CoV-2 infection no later than 180 days and at least 10 days before entering Romania;

  • or proof of a negative RT-PCR test performed no later than 72 hours before boarding (for public transport) or entering Romania (for personal car entry).

  • If they come from countries in the red zone and have:

  • proof of vaccination;

  • or proof of SARS-CoV-2 infection no later than 180 days and at least 10 days before entering Romania;

B) The persons arriving from third countries (if the country from which they are traveling from is in the green, yellow or red zone), if they have:

  • proof of vaccination, accompanied by the negative result of an RT-PCR test for COVID-19 performed no later than 48 hours before boarding;

  • or proof of SARS-CoV-2 infection no later than 180 days and at least 10 days prior to entry into Romania, accompanied by a negative result of an RT-PCR test for COVID-19 performed no later than 48 hours before embarkation;

(2) The persons that are not vaccinated and those who were not infected with Sars- Cov-2 at most 180 days and at least 10 days before entering Romania, are exempted from quarantine, on the basis of reciprocity, as follows:

• members of diplomatic missions, consular offices, other diplomatic missions accredited in Bucharest;

• holders of diplomatic passports.

 

 

The exception is granted as follows:

• those arriving from EU or EEA Member States (states that are in the red zone) or from the Swiss Confederation (if in the red zone), if they present a negative RT-PCR test performed no later than 72 hours before boarding;

• those arriving from a third country, whether in the green, yellow or red zone, if they have a negative RT-PCR test taken no more than 48 hours before boarding.

(3) For those not covered by the exceptions, they shall be quarantined upon entry into Romania, for a period of:

- 10 days for unvaccinated people or who are not between the eleventh day and the 180th day from the date of confirmation of infection.

- 5 days for those who have been vaccinated and who have passed 10 days since the completion of the vaccination schedule, as well as those who were confirmed to have been infected between the 11th and 180th day before the date of entry or had contact with an infected person.
